ActionAid, Afghanistan Introduces Updated HROD Policy to Strengthen Transparency, Fairness, and Workplace Excellence

We are pleased to announce the formal establishment of our updated Human Resources & Organizational Development (HROD) Policy, effective June 1, 2026. The revised policy was prepared by Mr. Khaliq Razminda, Head of HROD, with technical concurrence and review from Mr. Prativa Shrestha, Roving HR Advisor, and approved by Mr. Srikanta Misra, Country Director, and Mr. Jagat Patnaik, Head of Asia Region.

This policy aims to establish clear, coherent, and enforceable guidelines governing employer-employee relations, while reducing the risk of malpractice and minimizing ambiguity in HR decision-making. Through a clause-by-clause analysis aligned with current operational realities, ActionAid global HR standards, and the minimum requirements of Afghan labor law, the updated framework enhances transparency and consistency across key functions including recruitment, contract management, remuneration and benefits, working hours, leave entitlements, performance management, training and development, staff wellbeing, disciplinary actions, and separation processes.

This update introduces a single, authoritative framework that supersedes all previous memoranda and amendments. The updated policy ensures legal compliance and further reflects ActionAid’s commitment to equity, diversity, inclusion, and feminist principles. Practically, it ensures that HR actions are guided by a unified standard rather than discretionary interpretation promoting fairer treatment, clearer procedures, and more consistent processes across the organization.
